Stacey Mulholland

Stacey Mulholland has a long history of community service including fourteen years as a Plumstead Township Supervisor, BCATO Executive Board Member, and Past President, and currently serves on the Bucks County Habitat for Humanity Board of Directors as Secretary. Professionally, Stacey has held positions with area nonprofits and the U.S. House of Representatives. In addition to serving as Executive Director for BCATO, Stacey is a township manager. 

Julia L. Davis

Shareholder/Director of Audit Services - Dunlap and Associates, P.C.
Julie provides in-kind accounting services for the organization.  

She has over twenty years experience in the field of accounting, providing audit, tax, and consulting services for both commercial and not-for-profit organizations. Julie’s primary focus is on audit and tax services for not-for-profit organizations, where she has extensive experience working with local governments, private schools and colleges, charitable organizations, Christian ministries, and home health care organizations.

Vicki Kushto

Legal Counsel - Clemons, Richter & Reiss

Vicki L. Kushto is an associate of the firm. Vicki is a graduate of Temple University, where she received a Bachelor of Arts Degree in Criminal Justice and Psychology in 1998. Thereafter, she attended Widener University School of Law, graduating in 2001. She was admitted to the Bar of the Commonwealth of Pennsylvania in 2001.

Vicki has been practicing municipal law for over 22 years. Her other practice areas include real estate, estate planning, and administration, condominium/community associations, and corporate and non-profit matters.

Vicki currently serves as Solicitor to Sellersville Borough, Upper Frederick Township, the Joint Zoning Council of Wrightstown Township, Upper Makefield Township, and Newtown Townships, the Warwick Township Zoning Hearing Board and the Franklin Township Zoning Hearing Board. Vicki is also Co-Solicitor to Wrightstown Township and the Buckingham Township Zoning Hearing Board. Vicki has previously represented: Warrington Township, East Pikeland Township, London Grove Township, Brookhaven Borough, Yeadon Borough, and the Chester Economic Development Authority.

Vicki serves on the Board of Directors of Young Powertech, Inc. Vicki is a past President of the Domestic Abuse Project of Delaware County, Inc., and remains an emeritus member of the Board of Directors.
